Twenty minutes into a grey drizzle the shoulders of the jacket go dark. The forearms follow, then the hip where a bag strap has been rubbing. Inside, the sleeves feel clammy, and the obvious conclusion is that the thing has stopped being waterproof.
That conclusion is usually wrong, and the tell is in the pattern. Water did not find a hole. The outer cloth stopped shedding it and started drinking it, which is a different failure with a different fix, and the fix normally costs a wash cycle rather than a new garment.
Wetting out is not the same as leaking
A shell does two jobs with two separate parts. A membrane or coating on the inside blocks liquid water while letting water vapour pass outward. A treatment on the outer face keeps the face cloth itself dry so that vapour has somewhere to go. Saturate the face cloth and the second job fails while the first one carries on working perfectly.
What you feel at that point is your own moisture. Vapour rising off your body reaches a cold, wet outer layer, condenses against it, and runs back down the inside of the sleeve. The jacket is dripping on you from its own lining.
Two signs separate the cases. Wetting out shows up as broad dark patches across whole panels, and it starts where the cloth gets handled and rubbed. A genuine leak is local and repeatable, arriving at a seam, a zip end, or a worn crease, in the same spot every time.
The finish is a field of tiny domains, not a coat of paint
Most people picture the water-repellent treatment as a thin skin sprayed over the fabric, which makes it sound like something that wears off and is gone. The Danish Environmental Protection Agency's 2015 survey Alternatives to perfluoroalkyl and polyfluoroalkyl substances (PFAS) in textiles describes it differently. The finish forms an array of microscopic polymer domains on the fabric surface, and the report says plainly that this is not a film or coating.
Those domains carry side chains standing perpendicular to the cloth, close enough together to behave like one continuous surface, which is what stops water and oils reaching the fibre. The same report records how they get there: a pad-dry-cure process where the fabric passes through a bath, gets squeezed between pads, then dries and cures in an oven at temperatures reaching 180 degrees Celsius.
Two things follow. Because the effect depends on chains standing in the right direction rather than on a layer being present, heat can stand them back up once wear has flattened them. And because the spaces between the domains are open, dirt can bury the surface without removing any of it.
California put a date on the old chemistry
The chemistry behind that array has changed, and a state law is the clearest marker of when. The California Safer Clothes and Textiles Act, Assembly Bill 1817, bars any person from 1 January 2025 from manufacturing, distributing, selling, or offering for sale in the state any new textile article containing regulated PFAS. The limit is expressed as total organic fluorine, set at 100 parts per million from 2025 and dropping to 50 parts per million from 1 January 2027.
Rainwear got a carve-out with a deadline attached. The statute exempts outdoor apparel for severe wet conditions until 1 January 2028, but from 2025 any such garment sold in the state must carry a legible and easily discernable disclosure reading "Made with PFAS chemicals". The definition is narrow: extreme and extended use products designed for outdoor sports experts, not marketed for general consumer use.
Read that against your own coat. A commuter shell bought new in California since 2025 falls under the general ban, so it is on the newer chemistry whether or not the hangtag mentioned it. A garment with the disclosure tag is the old kind, in the category holding a 2028 date.
Water repellency survived the switch, oil repellency did not
The Danish survey reached one conclusion that matters more for laundry than for chemistry. A number of products on the market based on non-fluorinated chemistries provide durable water repellency, it reports, whereas non-fluorinated chemistries for oil and dirt repellency are limited. It adds that for one product family the stain-release claim covers only water-based stains, not oil-based ones.
Skin oil, sunscreen, hand cream, insect repellent and the film on a bus seat are all oil-based. An older fluorinated face fabric shrugged those off. A fluorine-free one lets them sit, and oil is the substance that makes water spread instead of bead. That is why the failure map matches the places your hands and your bag touch.
Washing a rain shell is now a performance task rather than a hygiene chore. The garment is not dirty in the sense of smelling bad, but in the sense of having lost a function it can get back.

A wash and heat routine for a shell that stopped beading
- Read the care label first. Membrane garments differ, and a label forbidding tumble drying overrules every general instruction including this one.
- Close every zip and flap, and empty the pockets. Open hardware abrades the face fabric against itself for the whole cycle.
- Use a plain liquid detergent or a dedicated technical wash. Powders leave gritty residue in the weave, and optical brighteners add a film of their own.
- Skip fabric softener completely. Softener works by depositing a coating, which is the opposite of what a repellent face fabric needs.
- Run an extra rinse. Leftover detergent is itself a wetting agent, so a half-rinsed shell can perform worse than a dirty one.
- Apply gentle heat if the label allows. Twenty minutes tumbling on low, or a cool iron with a cloth between, stands the flattened chains back up.
- Test with a glass of water on a flat shoulder. Beads that sit up and roll off mean you are done. A dark ring soaking in means keep going.
When reproofing is the right call and when the jacket is finished
If the water test passes after washing, stop and buy nothing. If beading came back on most panels but not all, treat the failed panels with a spray-on reproofer, since a wash-in product also treats the lining you did not need to change. If nothing beads after two honest attempts, the finish is spent and a full reproofing is the reasonable spend.
None of this rescues a delaminating garment. Lining that bubbles or flakes away from the outer cloth, or seam tape peeling at the edges, is structural, and no face-fabric treatment touches it. That is where repair or replacement becomes the honest answer.
Do the water test now, not during the next downpour
Take the shell off its hook this week, while the weather is dry and getting it wrong costs nothing. Pour a little water on the shoulder, watch for ten seconds, and note whether the beads sit up or sink in. Thirty seconds tells you whether you have a laundry job or a purchase ahead of you.
If it fails, run the wash and the heat that evening and test the same spot the next morning. Most shells written off as worn out are three quarters of the way back after one careful cycle.
